Foundation

Just wondering ... is it possible to craft foundation upper armor for example vesper tunic breastplate or something like that ... so far i have never seen something like that foundation... but in mammon there is option to finish the maestro work of any upper armor .. im confuse as i said still never seein armro foundation and not only on this server i hope anyone can gimme good answer if yes why and if not why .THX
